Why won't my forks come apart?

I can't get my '83 forks apart. I undo the top nut, pull spring, drain oil and hit the bottom allen with an 8mm allen chucked up in my drill and nothing is coming apart. The allen screw is spinning, but not coming apart. Is there something I need to be holding down inside the fork tube or what? The manual tells me to do just what I am doing! I tried pulling out on the inner tube and compressing it and holding it, nothing. Help please!

inside the leg looking down at the top of the dampner you should see something like this, you need to make a tool out of tubing to stop the dampner from turning as you remove the bolt

jayel is giving you the correct info for 70 to 77 forks. For your 83 the top of the damper is shaped like a 12 point socket. You can easily make up a tool from some threaded rod.
Buy 3 feet of 7/16" threaded rod, and about 8 of 7/16" nuts. Put 5 nuts on the bottom, with the last nut even with end of rod, and lock them together. Put the other 3 on the top and lock them together. Lower the rod down until the bottom nut fits into the top of the damper. Use a wrench on the top of the rod to hold the damper from turning.

Best way is remove the damper bolt first with a rattle gun. If you don't have a rattle gun, put the forks back together and maybe on a w/bench or trailer, tie the bike down with the forks compressed as far as you can, then undo the bolt, the spring pressure can be enough to hold the damper from spinning!
