weak coils, the bane of the XS650 the starter motor pulls so much of the battery voltage it doesn't leave anything for starting, solution is hotter coils and a headlight on/off switch

As jayel said, weak coils just can't get the job done. If your battery is on its last legs, then its voltage will be pulled down more than a healthy battery. Your charging system must be working properly to keep the battery fully charged (Properly =14.5 volts at 2500 RPM)
If your wiring is still stock, the Safety Relay will keep the headlight off until the engine is running. However, if the PO has jumpered around the Safety Relay the headlight might come on when the key is turned on and that results in pulling down the voltage further.
If you have the original type coils, toss them in the garbage and buy an aftermarket dual ouput single coil with about a 4 ohm primary.
Another area to check is the ignition switch and the kill switch. If they are all gummed up and turning green, they will rob your coils of the voltage they need to produce a good spark.

if the kickstarter works why try pop starting it? it's no fun pushing them back up a hill, if it won't start with the kickstarter it won't start period. is it timed correctly? firing on the right stroke? it's possible for them to be timed 180 out make sure the top set of points opens and fires the right side plug when the right side cylinder is on it's compresson stroke (both valves closed)
kickstarter drill... choke on, no throttle pump kickstarter until you feel compression and kick down full stroke smoothly, doesn't need to be hard just enough to get it thru the stroke, if it starts feather the throttle to keep it running if it doesn't start within about three kicks choke off slightly open throttle and kick again, still not starting? clean carbs again

Is that picture for the timing on a 1979 engine or a 1980?

79 and earlier, but there's no difference really, if you time it using a strobe timing light the line on the stator lining up with the line on the case is where the full advance would show, at idle it would be between the two lines where the F is

ask what? it's a timing tool that flashes a high intensity light at the same time the spark plug fires lets you see where the timing line is lining up

If you aren't sure about the timing light, when you buy one, just read the instructions, and check the Yamaha manual for directions, and it's really hard to mess up. (If I can do it.....)
If you aren't comfortable with using the light, then static timing, if done carefully, is very adequate.
Good luck with it!
