I've worked on multiple bikes in the past, so i THINK i'm correct on this one, but wanted to check.
When the bike is off and i have the air filters out (so i can see the slides), when i twist the throttle, the slides don't go up and down. but when the bike is running, i have vacuum and they both open just fine. normal?

Yes, they're vacuum powered and only move when it is present (motor running).
