Here goes.
When setting the float level, is with or without the gasket in place. Seems like everything I read says "from the gasket surface". My gut says, measure without the gasket.

I'm told by my good mates here that from the gasket surface, you'd just reduce your measurement by 1 mm.
That's not a dumb question at all!

Yes, it's from the bottom of the carb, the surface that the gasket rests on, not from the gasket. I use one of those thin 6" steel rules marked in MM on one side. It's thin enough to slip down between the gasket and the lip on the side of the carb body (to reach the gasket surface below). No need to remove the gasket that way. These are metric bikes so the specs are given in MM. I find it easier to use them than the inch conversions. If you want to measure stuff in inches, buy a Harley
