16" or 18"? with a 18" rim, 120/90x18 without tweaking things

I have a 140/90-16 on a mag disc brake wheel on my 75.
I had to get after the tire with my angle grinder to cut back the edge of the lip where the tread on side wall meet. It rubbed a bit. When I replace it I will use a 130 width tire.
It depends alot on the tire, a tire my say 120 on it but depending on maker and style the actual width can be plus or minus a bit.
When I got the bike it had a 120 dunlop on the back, when i put the Kenda Chhallenger tires on A 120 would not fit, I used a 110/90- 18 on the rear. A 110/90-19 on the front.
After the rear end mods I now have a MU-16 on the rear. It's a Dunlop Elite II In metric size a 140/90-16
