Is the exhaust tube (H pipe) that connects the tail pipes a functioning H pipe ie: does exhaust flow through it? or is it just a brace?

Thanks guys. this is my first non evo chop and i was just curious. I'm gonna go grind it off now. Fucker is rusted solid.
