Handlebar cutouts for wiring, what?

My bike's handlebars have cutouts underneath the controls for the wiring to pass through, is this normal?? I would have just routed the wiring directly out the control's cases, especially since the wiring exits the handlebars where the controls end anyway... It's a 1975 with newer (79-80) forks and handlebars, could the '75 controls be mismatched on the later bars?
Getting rid of the handlebars, the chopper style bars hurt my wrists sitting still. Don't even want to try it running!

the early bikes ran the wires thur the bars, my 74 has them- a bitch when the electrical bugs are at work you can run them either way outside is a lot easier
