this may sound stupid but did you check the battery charge/voltage the 650's need a hot battery to run, also check your connections for grounded /shorted wires thats my two cents worth Tony

Three things are required for any gas engine to run:
1 Spark at the right time
2 Good fuel/air mixture
3 Good compression
Check in that order. Also don't be fooled by thinking that 12 volts is fully charged and "good enough". A fully charged battery consist of 6 cells with a charge of 2.1 volts per cell, total charge is 12.6 volts. A battery with 12.5 volts is considered 75% charged (supprising huh?) At 12.4 volts the charge is actually 50%, and at 12.3 volts the battery is only 25% charged. Anything less is considered 100% discharged. So as threeballtony said, check battery voltage.

I sorta had the same problem...it wouldnt start with the starter button, but it would after a few tries with the kick start...found out you need a very good battery....I am a battery guy and I found out that if u use the CB14L-A2 battery its actually more powerful than the manufacturer recommended one. Now it runs better than ever...goodluck
