I'm restoring an 81 xs 650 under the headight there are two black wires with eylets. was wondering where they attach. I figure that they are ground wires, but don't know where they attach. currently there are no turnsignals mount and everythig is rubber seals. Is there some place that I'm missing?

I have a wire on my 80 that sounds like what your describing that goes from motor mount nut on front top right to a screw on the inside top left mottor mount. It is a ground

Those are indeed ground wires, they are suppose to attach to the headlight mounting bolts inside the bucket. The bolt touches the headlight ears regardless of the rubber grommet.

When you say under the headlight, do you mean with the headlight out of the bucket? If so the two black wires with eyelets in the bucket are the ground wires for the turn signals.
If you want you can hook them underneath the bolts on each side of the bucket that hold the bucket to the mounting ears. This way if you put turn signals on you will know just where the wires go.

Another more experienced (than me)member suggested running another additional ground to the frame from the headlight and turn signals to insure a better ground. I believe the reason was the headlight would pulse and dim when the turn signal flashed.

I thought thats were they went, the bolts holding the bucket on are bigger than the eyelets, Will wait until I get the turnsignals and go from there.
