I'm getting on the right side of my 79 project and cleaning up some final issues. I cannot find a 79 owners manual on the net and my Haynes manual doesn't go into the 79 and what it does and how to test it.
Is the headlight supposed to come on with the key and stay on while starting? Isn't this a function of the safety relay? Also, even though my neutral light works it will start any time in gear or not. I know that's not right.
Is there a way to test these?

Starting on page 137, Chapter 7 of the Haynes manual there is a section for the 1977 to 1983 models.

In the back of the book, there are wiring diagrams for most models, including the 1979.

Headlight comes on when the bike starts on my 80. If the bike starts , head light comes on, if the bike stalls the headlight stays on. If you just go put the key in and kill switch on, the headlight will not come on.

They didn't add the clutch and neutral no start stuff until the the 82 SJ. They may have put it on some of the 81's.
I think your safety relay is set up to not light the headlight until the bike starts, this gives the starter and ignition the most battery power for starting.

AS Leo stated, the headlite doe's NOT come on until the engine is running. The safety relay get's energized from the alternater.
The bike will start anytime the key & kill switch are on.
I alway's pull in the clutch lever to be sure I'm not gonna run something over.
