Has anyone ever heard of the bike idling in neutral and the neutral light is on, and then it goes out? When the neutral light goes out the turn signals and horn don't work but the headlight high/low beam works well. I am wondering if one of the connectors has a bad connection to the neutral light and is part of the harness for the turn signals and horn button. I am guessing owning one of these older bikes there is never a shortage of electrical issues. Any thoughts or suggestions would be great.

I'm thinking you have a "Special" model. Starting in 78 the Special models went from one fuse to 4 fuses. The neutral light, horn and turn signals are all fed from one 10 amp fuse. The headlight is fed from a separate 10amp fuse.
I suspect your problem is with the 10 amp fuse or fuse holder that feeds the above mentioned loads. If you still have the original glass type fuses and fuse holders, they are worn out and will cause you lots of grief. The fuse holders get oxidized/corroded and resistance increases, causing heat build up which may even melt the fuse holder plastic.
Best thing to do is to replace with inline automotive blade fuses.

Thanks retired. I have a 1980 XS650 SG. Yes it does have the glass fuses, so I will check them. I assume that you just bypass the original fuse box by cutting the wires and connecting with the inline automotive blade fuse? Do you then loom wrap or electrical tape that connection?

solder then shrink tubing, look for a 4 fuse block holder at a good auto supply shop
