On my little used bike pushing down on handlebars will show a jerky operation of forks. If when riding pull up to a slowish stop & waiting at lights after about 1 minute front end will rise by another inch or so. Could it be dry oil seals impeading smooth operation? Is it worth lifting up dust covers & pouring down some sort of lubricant to soften seals?. Have changed oil

more likly wear/stiction in the fork internals and weak old springs, the seals themselves wouldn't cause that much drag

Could also be binding caused by tightening the axel cap on the left side fork before you tightened the axel nut on the right. This casues the forks to be pulled together, causing the binding.

Try loosening the axel cap on the bottom of the left fork and then retightening it.

You can also try loosening everthing, fork pinch bolts, axel nut and cap, even the fender bracket. Then, retighten to spec, starting with the upper fork pinch bolts, lower fork pinch bolts, axle nut and axle cap. Do the fender last.
