I have an XS2. I rebuilt the carbs and now they leak from the "spout" on the bottom when the bike is at idle? I have seen carbs with a hose that connects this spout to the one on the inside. The carbs didn't leak before the rebuild, and I followed the manual to put them back together. Is there something I should tighten? or Should I try the hose? Does the hose have any benefits? (aside from not dispensing gas on the ground?)

either you didnt adjust the float level correctly or this is my guess your needles and seats are leaking, they don't like to be disturbed and usually will give trouble I always replace them on customer bikes since its not worth the headache but I have gotten away with rubbing the tips between my fingers with carb cleaner that with the neoprene tips if there steel and worn you must replace the needle and dress the seat

Try tapping the bowls with a small hammer or something similar while taps are on..Can help to dislodge crap in the valve...

the same thing happened to me on my rd400, and it was float height adjustment.
