remove the sleeves and o rings then screw a 6mm bolt in the end of the shaft and pull them out

If I'm not mistaken they are cast into the aluminum riser. What is your purpose of removing them?

Do the new risers have new bolts with them? if not can you just get them at the hard ware store?

This is what I am wanting to install. The base is the same dia. as the originals. They have a molded place to attach a speedo. But the stud isn't long enough. I've heated them, put a pipe wrench on them and they aren't budging. Several motorcycle accessory places sell a double stud so I don't think finding a thread replacement will be hard. The hard part is the step down in the originals. Maybe a sleeve will fix that. I was hoping it would be just a matter of unscrewing the old and screwing them in the new. HA silly boy that ain't happening.
I was going to consult a local machine shop about sawing and redrilling today. Any other thoughts / suggestions welcome.

If you're going to replace the stud anyway, maybe you could tack weld a nut on it so you could really get a good turning force applied. I'll bet they lock-tited it in there so some heat may be needed as well.

It looks like there is a hole that an allen wrench fits in. As 5twins says, Heat may help break the thread locker loose.
