I just bought a pop up gas tank off ebay. it is a left side petcock but, up front on the right side there is another nipple. what is this for, is it a vent, do I need it or can I just weld it shut?

see if the other end of that tube is right at the filler neck, doesn't really need any hose on it it just replaces having a vent in the gascap
