The starter relay is rated for 100 amps, so that's probably the expected current draw.

I'd say a bike like yours would be worth between $3500 and $3900 Can $. That works out to 1965 pounds to 2189 pounds.

The voltage has a major overall effect on how the engine runs. Do you have 13 volts or better at idle and 14 volts or better at 3000 RPM?

Check for the quality of the spark using a dummy spark ...

Your engine will never run right if the voltage is low. 11 volts at idle is bad news. At idle battery voltage should be at least 13 volts. At 3000 RPM battery should be 14.1 to 14.5 volts.

After disconnecting the the self canceling unit, try the right turn signal switch. If a fuse blows, then start looking for a ground on the right side lights/wiring.

The black unit is the "self cancelling unit". You can just disconnect it. Its safer to not use that item. I disconnected the one on my bike. Its not very precise, and it will cancel your turn signals ...

My 78SE is a little noisey for the first 30 seconds or so, but then quickly goes away. I'd say its normal for these engines.
