The battery is dead. It should be at least 12.2V or higher. When you have low volts, it won't start. Not enough juice to power everything. Recharge the battery, and recheck your charging system.

Johns does, haven't noticed on mine. May be something in the casting of the cylinders.

Is the fork tube turning? If it is, you can try tightening the clamps. If not, you may have stripped fork tubes.
